The Yiwaer Council

The Yiwaer Council is the most influential organization governing the use of the Powers of Creation across Danukoria and its neighboring lands. While not a sovereign state, its authority is widely recognized and, in many places, quietly feared.
The Council traces its origins to the Island of Lagdral, where early practitioners of the Powers banded together for mutual protection and shared learning. Over time, the organization relocated its center of influence to the mainland, establishing itself in the Wharcer port city of Yiwa, from which it now takes its name.
In the present age, the Council seeks to regulate, guide, and control those capable of wielding the Powers of Creation. Its reach extends throughout Zyvurge, Lagdral, and increasingly into the distant lands of Yikuzal and Jigoen. To most of the public, any individual operating under the Council’s authority is simply considered “Yiwaer,” regardless of their actual standing within the organization.
The Council is internally hierarchical, valuing demonstrated ability and mastery over lineage, wealth, or physical strength. Both women and men have long served within its ranks, and advancement is determined by skill rather than birth.
Although the Council often claims to act in the interest of stability and safety, its influence places it in frequent tension with royal authority, local customs, and popular suspicion. To some, it is a necessary restraint on dangerous power. To others, it is an unaccountable institution whose reach exceeds its mandate.
